Pasquotank County Utilities Department (PCUD) Payment Center

Our goal is to make the process of paying your bill simple, quick, and accurate.  The following methods of payment are currently available to our customers:

Online Customer Service Web Portal:  “Citizen Portal” is our new online integrated customer service and payment portal.  This service provides more complete billing information to customers when they are paying their bills online.  Citizen Portal provides a wide range of payment options available to you online in a format that is easy to use on your mobile devices and available 24/7 anywhere you can access the internet.  To learn more and get information about how to sign up go to this link . 

Note: We will continue to take payments via our third-party vendor for several months as we transition to the new Citizen Portal service.  The service OfficialPayments.com, which is not affiliated with PCUD, assesses a fee (3%) for each transaction, and depending on the size of your balance, multiple transactions may be required.  To use this service, go to this link .  The site does not have your account or billing information, so you will need your bill in front of you to process your payment. Use jurisdiction Code 4399 when prompted.  To get help using this service, please call Official Payments customer service directly at  1-800-272-9829.  

Automatic Bank Draft (Direct):  This service is free, avoids the need to pay postage, avoids unpredictable delays in mail service, and saves time and money associated with driving to the office to pay in person.  To sign up just stop by the PCUD office and fill out a form where you will need your bank or credit union information (routing number and account number), an email address, and phone number. 

By Mail:  Checks and money orders can be mailed to the PCUD.  Include your account number on the check/money order to ensure your payment is properly credited to your account. PCUD is not responsible for mailing delays associated with the USPS.  If payment is not received before your bill's due date, late fees will be assessed on your account for that billing period. 

Note: When using third-party bill paying services from outside financial institutions, it is possible that physical checks may be mailed on your behalf.  Allowing for the mailing delays associated with those services is the responsibility of the account owner, not PCUD, and if payment is received after the due date late fees will be assessed on your account for that billing period.

In Person: PCUD operates a drive-up window and provides walk-up service in our lobby. We can take payment via credit/debit cards, checks, cash, and money orders in the office between 8:00 a.m. and 5:00 p.m. Monday through Friday, except on holidays. A 24-hour dropbox is also available for making payments.  Payments received in the dropbox after 5 p.m. will not be processed until the next business day.
